Pulls in tanstack query and axios dependencies. Defines MenuItem type. Replaced menu dummy data with data fetched from backend.

CSS tweaks include fixed position of NavBar and Footer as well as correcting z-index of NavBar and adding another breakpoint in NavBar.

Create basic menu table with dummy data 5bbe633853

Fixed navbar to top and footer to bottom. Added margin and padding to top of MenuPage to compensate for NavBar being fixed (to prevent top of page disappearing beneath navbar). 1f90c19f60
